I think Jasmine just used the situation to her advantage. She clearly didn't want to become Jafar's wife, but it's okay to use what's around you to fight back. Besides, everyone else seemed to think what Jasmine did was disgusting, and the display didn't even work as a distraction because Aladdin and everyone else stopped to gawk.
Jasmine is the beautiful and headstrong former Princess of Agrabah, turned into the slave of Sultan Jafar. She is one of the many women in his harem, and the one Jafar fancies the most, since she is the only one of them who is of royal blood. Instead, she longed to marry someone out of love, which happened to be the street boy Aladdin she once came across.
